The following is newsletter which contains a summary of the activities in the WINRIP project during October to December 2016. This activity consists of the bid submission and bid opening, contract signing, TPM selection, site visit, training, and others meeting.

3 October 10, 2016 Status  WINRIP Packages as per  September 2016 Officer in Charge PMU invited Balai and Satker related to WINRIP to discuss land acquisition progress for WINRIP packages. Critical packages are no. 13, 15 and 5 Packages that are behind schedule: 6,7,11,17,8,12,14,20,21 and 16. Loan closing date WINRIP December 31, 2017, relevant PPK shall encourage finalization of physical works will not exceed the LCD.
4 October 13, 2016 TPM Training for Packages 20 and 21 The Training was held in Meeting Room BPJN III Padang, Jalan Jati No. 109 Padang, was attended by the selected TPM for Package 20 from Universitas Bung Hatta Padang and package 21 from Universitas Andalas, PPK 09 & 10  Officials and the  related PIU/Satker, Supervision Consultants and Contractors for both packages.  NL04_2016_05

7 October 26 – 27, 2016 RKPPL training for Packages  14, 20 and 21 The training was going well, attended by the Contractors and Consultants from packages 14, 20 and 21 in accordance with the invitation, and it was opened by Head of BPJN III Padang NL04_2016_06Opening ceremony for RKPPL training, it was opened by Head of Balai Pelaksanaan Jalan  III Padang
8 November  2, 2016 LARAP Monitoring Report Package 16 World Bank has no objection to the LARAP Monitoring Report Package 16 Seblat – Ipuh in Bengkulu Province. World Bank reminded urgent issues that needed to be solved:

  1. Grant letter from 3 agriculture companies concerning permit to use the land for development of Air Lalang Bridge and road widening.
  2. Grant letter from 2 PAPs that have granted their land for the Project.
  3. The remaining PAPs that have not been compensated is amounted 13 PAPs.
 
9 November 2, 2016 LARAP Monitoring Report Package 13 World Bank has no objection to the LARAP Monitoring Report Package 13:
The project has paid compensation for 570 PAPs out of 3198 PAPs.
10 November 2, 2016 LARAP Monitoring Report Package 11 World Bank has no objection to the LARAP Monitoring Report Package 11:
Project has paid compensation to the remaining 82 PAPs, therefore the project has 100% completed the compensation payment and 1 PAP has signed a grant letter for the related land.
 
11 November 7, 2016 LARAP Monitoring Report Packages 07 & 16 LARAP Monitoring Report for Package 16 is 100% compensated and Package 07 there are remaining 378 PAPs have not been compensated.  
12 November 9, 2016 TFAC mission WINRIP Package 07 and PCM Package 12,14,20,21 Schedule:

  1. Pre Construction workshop WINRIP package 12,14,20 and 21 in Balai III West Sumatera on Nov 21, 2016.
  2. Technical Audit WINRIP package 7 west sumatera from nov 22 to 23, 2016 in site location.
  3. Closing meeting on nov 24, 2016.

13 November 10, 2016 Notice to Proceed for Package 16 The works for package 16 was started on November 8, 2016.
14 November 11, 2016 Monitoring Report LARAP Packages 12 & 14 Package 12, compensation payment has been done for 60 PAPs out of 2121 PAPs
Package 14, compensation payment has been done for 62 PAPs.

17 November 14, 2016 LARAP Monitoring Package 19 3rd Monitoring Report:
The remaining of 64 PAPs have been compensated, therefore the project has completed 100% compensation payment.
18 November 16-19, 2016 TPM Activity Monitoring for Packages 07 & 12 The 1st TPM monitoring on road construction packages 07: the visit starts from the base camp, Stone crusher, AMP, forwarded to the project site. According to information from the Supervision Consultant that the progress plan is ± 27% and actual progress is ± 22.5% so there is a behind schedule – 4.5%. Work is still focused on widening work (excavation and compaction layers of foundation class B and A), routine maintenance work (patching and leveling), re-alignment and drainage works. The construction of package 12 was not yet significant progress, plan for 4.93% and actual progress is 2.13%, deviation is negative 2.80%. NL04_2016_11NL04_2016_12

19 November 21, 2016 LARAP monitoring Report Package 05 The 1st Monitoring Report confirmed that the forestry area for road construction package 5 Sp. Rampa – Poriaha have been completed with the right of use permission from Forestry Department of Republic of Indonesia. NL04_2016_14
20 November 28, 2016 HIV / AIDS and K3 Socialization in Package 14 Socialization was conducted at Base Camp Package 14 for all elements of Project that able to attend and participate in the event. NL04_2016_15NL04_2016_16
21 November 28-30, 2016 TPM Activity Monitoring for Packages 13 Coordination meeting with PPK 06 and TPM Team for preparation of monitoring on Package No. 13 (Simpang Rukis – Tanjung Kemuning) of TPM first stage on the project site. And the next day meeting with TPM Team in TPM Office (Campus of Bengkulu University). Although this monitoring was focused on Package 13, the Community Development Officer used this opportunity for discuss the  Monitoring Report and Financial Report (invoice documents) of other packages in Bengkulu Province, like packages 04, 06, and 11. 22 November 29, 2016 Amandement Package 05 Sp. Rampa – Poriaha World Bank approved additional time for 224 calendar days with balance budget.
 23 Desember 7, 2016 DSC Time Extension World Bank’s approval letter regarding extension of contract amendment No. 1 DSC up to December 31, 2017  
24 Desember 7, 2016 Approval for Contract Amendment Package 17 Package 17 has been approved the balance budget with initial contract amount of IDR 199,551,233,000 including VAT 10% with time extension of 38 calendar days. Effective length is decreasing 5,412 km from initial contract of 35,912.  
25 Desember 15-17, 2016 TPM Activity Monitoring for Packages 05
  1. Coordination meeting with PPK 12 (Sibolga Cs) of Satker PJN II of North Sumatera Province and TPM Team for Package 05 from Universitas Graha Nusantara Padangsidempuan.
  2. The monitoring activity was focus on applying and effectiveness of project management (relationship between Contractor, Supervision Engineer, and the Project Manager (PPK); the local environment and social issues (project impact to the communities and problems faced by Contractor especially those related to local community).
  3. Site visit observation on construction works was started from the base camp included stone crusher, AMP, and portable/mini batching plan, and continued to the project site.

According to information from the Supervision Consultant progress plan in November 2016 is 96.82% and actual progress is 35.23% so there is a behind schedule – 61.59%.

The main project works that observed are follows:

  • Provision of new roads on the entire project.
  • Earthworks and granular pavement layers.
  • Drainage works including culverts and drainage ditches.
  • Minor alignment improvements.
  • Construction of five bridges at stream/river locations.
  • Two-layer asphalt concrete resurfacing.

The Project activity is still focused on earthworks and granular pavement layers (excavation and compaction of the foundation class B and A, cutting the cliff, alignment improvement, concrete construction of bridges, and drainage works.

26 Desember 22-24, 2016 TPM Activity Monitoring for Packages 08
  1. The TPM team from Bung Hatta University was monitoring to the project site, conducting observation on the Package 08 (Batas Kota Pariaman – Manggopoh) to finds the local community issues, problems faced by Contractor especially those related to local community, and other issues like: project management, environmental and social impact, as well as the application of the specifications in the technical work.
  2. So far the relationship between the project components or stakeholders (Contractors, Supervision Engineer, and Project Manager ‘PPK’) is good enough, according to respectively functions.
  3. Communities around the project in generally supports the existence of the project, just that there are some project affected people (PAP)have not yet received compensation of his property, some of them do not accept the price determined by the appraisal consultant because the local government previously promised a higher price. There are also some PAP who have not been registered by the Appraisal Consultant, while their properties were affected or include of the project, for example, there are about 25-30 PAP at the Agam Regency.
  4. The Results of monitoring/observation activity on construction works was recorded as follows:
  • Project work focused on the widening of the road and sealing the first layer of AC-Base, but shoulders and drainage work is still waiting for the completion of land acquisition and removal the utilities.
  • The Constraints of utilities include Perusahaan Daerah Air Minum (PDAM), The Telecommunication Company (Telkom), and State Electricity Company (PLN)
  • In some locations already begun paving/asphalting work of the base layer (Asphalt Concrete – Base “AC-Base”) while the Asphalt Concrete – Binder Course (AC-BC) and the Asphalt Concrete – Wearing Course (AC-WC) has not been implemented.
  • In general the road construction by Contractor PT. Pembangunan Perumahan (Persero) joint operation with PT. Statika, is good enough, the progress plan on December 23, 2016 is 25.4% and actual progress on December 20, 2016 is 30.12% that means there is a positive deviation of 4.72%.

27 Desember 29-31, 2016 TPM Activity Monitoring for Packages 06
  1. The TPM Team from University of Bengkulu (UNIB) was conducted the 3rd monitoring stage of Packages 06 after coordination meeting with and PPK 02 (Kota Bengkulu – Seblat) of Satker PJN I of Bengkulu Province.
  2. The Results of monitoring /observation activity was recorded as follows:
  • Progress plan per December 25, 2016 is 96.072%, and actual progress is 91.227%, which represents a slippage of 4.846%.
  • This package is scheduled for PHO on January 28, 2017 that mean still requires the completion of 8.772% in one month
  • Paving of the third layer of Asphalt Concrete- Wearing Course (AC-WC) has been completed for 10 KM (STA 5+000 –STA 15+00), still left about 10.888 KM unfinished. The question is whether within 3 weeks this work can be completed.
  • Drainage ditches only a few were built, there are about 5 km unfinished and 8 km was canceled due to the cost less.
  • At KM 10 + 535 there is construction work on installation of sheet pile using steel profiles to protect the riverbank and the road from erosion. It is need time, as estimation it is takes time more than one month.
  • Compaction of the road shoulder by using material class “S” was finish about 9 km, which is between KM 7 and KM 15, so there are still about 11 KM not yet be done.
  • The Minor works still quite a lot.
