The following is newsletter which contains a summary of the activities in the WINRIP project during October to December 2015. This activity consists of the bid submission and bid opening, contract signing, TPM selection, site visit, training, and others meeting.

1 October 7 – 8, 2015 Implementation of RKPPL Training for Package #05 and 15 The training was conducted in Pia Pandan Hotel, attended by relatives of PMU WINRIP, Balai I Medan, Satker PJN Region II North Sumatera Province, PPK 12, DSC/Field Supervision Team for Package #05, and Contractor for Package #05 and 15. This training was carried out by Training Department of CTC WINRIP and facilitated by Environmental Specialist, Assistant of Environmental Specialist, and Road Safety Specialist. RKPPL Training aimed to demonstrate to Contractor how to compile RKPPL for each WINRIP package.
2 October 9, 2015 Implementation of Preparatory Training of TPM for Package #05 and 15 The training was conducted in Pia Pandan Hotel, attended by relatives of PMU WINRIP, Balai I Medan, Satker PJN Region II North Sumatera Province, PPK 12, DSC/Field Supervision Team for Package #05, Contractor for Package #05 and 15, and TPM for Package #05 and 15 (UGN). This training was facilitated by Community Development Officer, Assistant of Community Development, Quality Assurance Engineer and Management Information Specialist, CTC WINRIP. TPM Preparatory Training aimed to explain TPM scope of work, relationship among TPM and other parties of project, reporting and financial reimbursement.  NL04_2015_01NL04_2015_02
3 October 9, 2015 Coordination Meeting for LARAP Monitoring Officer in Charge PMU invited Balai and Satker related to WINRIP to discuss land acquisition progress for WINRIP packages.
4 October 19, 2015 Coordination Meeting with World Bank Meeting was held in Bina Marga and chaired by PMU Officer in Charge. Based on the meeting, the following points noted:

  1. 10 WINRIP Packages under construction.
  2. Package #15 is under land acquisition process.
  3. 4 packages are in the bidding process.
  4. Package #01 need time and volume addendum (under 15%).
  5. Package #02 and 03 potentially require time addendum.
  6. Package #19 requires volume addendum due to technical justification result.
5 October 22, 2015 Implementation of Preparatory Training of TPM for Package #17 The training was conducted in Satker PJN Region II Lampung Province, attended by relatives of PMU WINRIP, Balai III Palembang, Satker PJN Region II Lampung Province, PPK 08, DSC/Field Supervision Team for Package #17, Contractor for Package #17, and TPM for Package #17 (UNILA). This training was facilitated by Community Development Officer, Assistant of Community Development, Quality Assurance Engineer and Management Information Specialist, CTC WINRIP. 6 October 26 – 30, 2015 Site Visit by TFAC to Package #02 and 03 For Package 02, some points highlighted:

  1. The works have significantly progressed since the TFAC on February 2015 and it is expected that the Contractor can complete the works with a short time extension for the construction of Air Gadang Bridge.
  2. The quality control by Engineer is inadequate and needs to be intensified and taken seriously, such as non-compliant equipment, asphalt segregation, cross contamination of material, deficient stone mansory, U-ditches, and weep holes.
  3. Not even a third of all recommendations of the February 2015 TFAC audit were fully taken on board and no formal site instructions were issued by Employer to request the correction of the shortcomings.

For Package 03, some points highlighted:

  1. The works are about 85% completed and need a short time extension, especially for correct slopes and erosion sites.
  2. The quality control by Engineer is inadequate and needs to be intensified and taken seriously, such as non-compliant equipment, asphalt segregation, cross contamination of material, deficient stone mansory, U-ditches, weep holes, inadequate road and drainage maintenance, bad quarry management, and lack of warning sign and protective equipment.
  3. Not even a third of all recommendations of the February 2015 TFAC audit were fully taken on board and no formal site instructions were issued by Employer to request the correction of the shortcomings.

7 November 2 – 6, 2015 Site Visit by TFAC to Package #04 and 19 CTC Team accompanies TFAC Team to conduct the site visit to Packages No. 19 (first day) and 04 (second day). The results of the findings and recommendations will be made and submitted by TFAC Team to DGH.For Package No. 04, some points highlighted:

  1. Progress in this package is slower than expected and the contract requires a time extension of several months.
  2. The inspection showed that most of the recommendations have been followed up although nearly always without issuance of a site instruction.
  3. Regarding the findings that have not been followed up includes; inadequate vertical alignments in ditches, inappropriate culvert sizes and locations, and weep holes non-compliant to requirements.

For Package No. 19, some points highlighted:

  1. The design turned out to present very poor quality and need to be changed for a considerable part of the section.
  2. There is a need for increased supervision of the Contractor by the Engineer.  This is shown by the use of defective equipment non-compliant with the specifications, by problems with the stone masonry, drains, and weep holes, and by asphalt segregation.

8 November 4, 2015 CRO Selection and Training for Package #16 The selection was held in Satker PJN Region I Bengkulu Province and opened by Vice Chairman of Procurement Committee (Wakil Ketua Pokja) Bengkulu Province.As the result:

  1. Elected CRO for Package #16 (Seblat – Ipuh), were Mr. Besperi, ST., MT and Ms. Anggi Nidya Sari, ST., MT as the substitute CRO. Both of them were from Bengkulu University.

The preparatory training was executed directly after the selection on the same day.

9 November 5 – 6, 2015 Pre Bid Meeting  and Site Visit Package #16 Pre-Bid Meeting was held in Satker Pelaksanaan Jalan Nasional Region I Bengkulu provnice and chaired by Head of POKJA 6 ULP Bengkulu. . It was attended by POKJA 6 ULP Bengkulu team, representatives of Contractors (8 prospective bidders), Procurement Specialist CTC WINRIP, and assigned CRO of Package #16. The site visit was carried out on the next day (November 6, 2015), chaired by representative of POKJA 6 ULP Bengkulu and attended by 6 prospective bidders,, and assigned CRO.  NL04_2015_15

10 November 6, 2015 Meeting of Findings by TFAC Meeting was held in Bina Marga to discuss findings by TFAC. Some following points noted:

  1. Segregation in some area.
  2. Drains, stone size, and weep hole does not meet requirement.
  3. Poor mortar.
  4. Equipment do not meet requirement.
  5. Bad quality of work.
  6. Poor management of DSC.

11 November 10, 2015 Socialization of HIV – AIDS for Package No. 01 and 17 Socialization was executed by Contractor Packages No. 01 and 17 (PT Jaya Konstruksi M.P) in Base Camp Package No. 01 and facilitated by Dinas Kesehatan Kabupaten Pesisir Barat, together with Environmental Specialist and Assistant of Environmental Specialist CTC WINRIP. This event was attended by 43 workers as targeted participant, and representative of PPK.  NL04_2015_18
12 November 17, 2015 Socialization of HIV – AIDS for Package No. 02 and 03 Socialization was executed by Contractor Packages No. 02 and 03 (PT Jaya Konstruksi M.P) in Base Camp Package No. 02 and facilitated by Dinas Kesehatan Kabupaten Pasaman Barat, together with Environmental Specialist and Assistant of Environmental Specialist CTC WINRIP. 13 November 17, 2015 CRO Selection and Training for Package #14, 20, and 21 The selection was held in Balai II Padang and opened by Head of Procurement Committee (Ketua Pokja) West Sumatera Province.As the result:

  1. Elected CRO for Package #14 (Painan – Kambang) were Mr. M. Nursyaifi Yulius, MT (Mgt) and Mr. Ir. Alzahri, MT, as the substitute CRO, both of them were from Bung Hatta University.
  2. Elected CRO for Package #20 (Lubuk Alung – Sicincin), were Mr. Ir. Riswandi, M.Si, and Syaiful Amri, SST., MT, as the substitute CRO, both of them were from Politeknik Negeri Padang.
  3. Elected CRO for Package #21 (Lubuk Alung – Kuraitaji) were Mr. Jafril Tanjung, DR., Eng and Mr. T. Ophiyandri, Ph.D as the substitute CRO, both of them were from Andalas University.

The preparatory training was executed directly after the selection on the same day.

14 November 18, 2015 Pre Bid Meeting  and Site Visit Package #14 Pre-Bid Meeting was held in Satker Pelaksanaan Jalan Nasional Region I West Sumatera province and chaired by Head of POKJA Satker PJN Reg. II West Sumatera Province. It was attended by POKJA team, representatives of Contractors (9 prospective bidders), representatives of Satker PJN Reg. II West Sumatera Province, Procurement Specialist CTC WINRIP, and assigned CRO of Package #14.The site visit was carried out on the next day (November 19, 2015), chaired by representative of Satker PJN Reg. II West Sumatera Province and attended by 7 prospective bidders, and assigned CRO.
15 November 18, 2015 Pre Bid Meeting  and Site Visit Package #20 Pre-Bid Meeting was held in Satker Pelaksanaan Jalan Nasional Region I West Sumatera province and chaired by Head of POKJA Satker PJN Reg. I West Sumatera Province. It was attended by POKJA team, representatives of Contractors (14 prospective bidders), representatives of Satker PJN Reg. I West Sumatera Province, Procurement Specialist CTC WINRIP, and assigned CRO of Package #20.The site visit was carried out on the next day (November 19, 2015), chaired by representative of Satker PJN Reg. I West Sumatera Province and attended by 6 prospective bidders, and assigned CRO.
16 November 18, 2015 Pre Bid Meeting  and Site Visit Package #21 Pre-Bid Meeting was held in Satker Pelaksanaan Jalan Nasional Region I West Sumatera province and chaired by Head of POKJA Satker PJN Reg. I West Sumatera Province. It was attended by POKJA team, representatives of Contractors (13 prospective bidders), representatives of Satker PJN Reg. I West Sumatera Province, Procurement Specialist CTC WINRIP, and assigned CRO of Package #21.The site visit was carried out on the next day (November 19, 2015), chaired by representative of Satker PJN Reg. I West Sumatera Province and attended by 6 prospective bidders, and assigned CRO.
17 November 18, 2015 Wrap Up Meeting World Bank Mission  Meeting was held in Bappenas and chaired by Mr. Budi Permana. Overall, WINRIP packages have problems in physical progress and land acquisition. Some points noted:

  1. Bidding process supposedly complete in February/March 2016.
  2. There are some loan restructuring: 2 packages canceled; component 3 canceled; and addition of new activity in slope design.
  3. HIV/Aids Workshop have been implemented.
18 November 19, 2015 Bid Opening Package #16 Bid Submission and Bid Opening was held in Satker Pelaksanaan Jalan Region I Bengkulu Province.A total of eight (8) bidders have submitted Bids; 2 bidder submitted uncomplete documents, as follow:

  1. PT Hutama Karya (Persero)
  2. PT Jaya Konstruksi M.P
  3. PT Adhi Karya (Persero)
  4. PT Yasa Patria Perkasa – PT Multi Structure (JO)
  5. PT Waskita Karya (Persero)
  6. PT Rogantina Jaya Sakti
  7. PT Lancarjaya Mandiri Abadi
  8. PT Bangun Cipta Kontraktor – PT Daya Mulia Turangga (JO)

Bid Submission and Bid Opening was attended by representative of PMU WINRIP, CTC WINRIP, representative of bidders, and assigned CRO.

19 November 23 – 24, 2015 PMM Implementation Training for Package #05, 15, and 17 PMM Implementation Training was held in Bogor. Invited participants were representatives of all parties of Package #05, 15, and 17.PMM Implementation Training was opened by the Officer in-charge of PMU then continued by explanation of each chapter in PMM. The facilitators were the CTC Professional Staff.On the second day, there was lecturer from Director of Implementation Affairs Regional I and Head of PMU WINRIP.The PMM Socialization was officially closed by the Officer In-Charge of PMU WINRIP at 6 PM on the second day.  NL04_2015_22

20 November 25 – 28, 2015 Site Visit by TFAC to Package #01 CTC Team accompanies TFAC Team to conduct site visit to Package No. 01. At the time of site visit, the meetings were held 3 times. The first meeting was held on November 26, 2015 in Satker office. The agenda was to convey the purpose of the visit.The second meeting was held on November 27, 2015 at Contractor’s office. The agenda was to convey the Contractors and Consultants regarding to the nonconformity of works with specifications, working methods, and follow-up advice or rectification.The third meeting was held on November 28, 2015 at Satker office. In this meeting, the draft of findings, recommendation and approval form were signed by Contractor, Consultant, and PPK.Some points highlighted:

  1. The quality inspection showed that quality control by the Engineer is inadequate and that work supervision in these last few weeks needs to be intensified and taken seriously, such as asphalt segregation and defective U-ditches and weep holes.
  2. Only very few of the recommendations of the findings of March 2015 were fully taken on board and no formal instructions were issued by the Engineer to request the correction of the shortcomings.

21 November 30 – December 2, 2015 Site Visit by TFAC to Package #06 Site visit was executed by TFAC Team. Here are some points highlighted:

  1. The road works on Package 06 are about 21% completed and are delayed because the technical design, including the bill of quantity calculations, turned out to be poor quality and road conditions have deteriorated.
  2. The works on the available sections are progressing relatively well, but there are still areas that need improvements in construction methods being used and quality control, for instances, non-compliant compaction of the base at the widening areas, the absence of core sampling, and dirty and non-compliant aggregates.
  3. There is a need for increased supervision by the Engineer.

22 December 3, 2015 Contract Signing Package No. 07 The Contract between PPK 15 and The Contractor (PT Adhi Karya (Persero), Tbk) with Contract Price Rp 129.699.900.000,00 (Contract No. 01-06/07-WINRIP-AWP II/CE/A/8043/12-15).
 23 December 4, 2015 Socialization of HIV – AIDS for Package No. 04 Socialization was executed by Contractor Packages No. 04 (PT Waskita Karya JO – PT Daya Mulya Turangga) in Base Camp Package No. 04 and facilitated by Dinas Kesehatan Kabupaten Mukomuko, together with Environmental Specialist and Assistant of Environmental Specialist CTC WINRIP. This event was attended by 41 workers as targeted participant.  NL04_2015_29
24 December 5, 2015 Socialization of HIV – AIDS for Package No. 11  Socialization was executed by Contractor Packages No. 11 (PT Hutama Karya JO – PT Daya Mulya Turangga) in Project Office of PT Hutama Karya and facilitated by Dinas Kesehatan Kabupaten Mukomuko, together with Environmental Specialist and Assistant of Environmental Specialist CTC WINRIP. This event was attended by 44 workers as targeted participant.  NL04_2015_30
25 December 14 – 15, 2015 Pre-Construction Meeting (PCM) Package No. 15 PCM aims to gain same perception in implementing works guided by Contracts and Specification.Some points agreed:

  1. Mutual check-up should be implemented immediately together with Contractor since SPMK.
  2. In mutual check-up, there should be LHR recording of heavy vehicles, Benklemen Beam, and field CBR.
  3. Proposal to design review should be discussed with P2JN team.
  4. Quarry should be checked that meet the requirements.
  5. AMP should have certificate of feasibility test.
  6. Contractor should make reports daily, weekly, and monthly based on works item in Contract.
  7. Specification in Contract should be read and be guidance in implementing works.
  8. Mobilization should be finished in 90 days.
  9. The original SPMK dated October 13, 2015 turned to be dated November 20, 2015 as Contractor proposal.
  10. S-Curve started on November 20, 2015.
  11. Quarry should have license.
  12. Contractor should concern about environmental impact as stated in Contract.
  13. Contractor and Consultant should prepare Quality Assurance guided by SOP stated by Bina Marga.
  14. In implementation of works, there will be Third Party Monitoring as community representatives that observe the works, discuss with PPK and SE, then report to PMU. This is an effort to prevent Corruption, Collusion, and Nepotism.
  15. Quality Assurance will be checked by CTC every one or two month.
  16. Traffic management should be prepared by Contractor in every work phase.
26 December 16, 2015 Monthly Coordination Meeting This meeting was chaired by Officer in Charge PMU WINRIP and Deputy Director for Integrated Planning and Road Network and attended by World Bank Team, CTC WINRIP, and all parties related to WINRIP.This meeting discussed about physical projects for 12 contracted package, LARAP status, technical justification for some packages, and follow up of TFAC audit result.
27 December 16 – 18, 2015 Monitoring of Traffic Management and Safety at Construction Stage This monitoring was to observe how Contractor implemented their traffic management and safety during the construction.Some points highlighted:

  1. It is recommended to specify maximum vehicle speed limit permitted at the Project Information Board.
  2. The quantities of signs that are placed are not adequate, some locations with no sign, and some of signs are not match with construction works.
  3. Construction work at the school zone is so dangerous. Lot of school children get together and walk at the edge of carriageway after school.
  4. Road widening excavation work causing a different height that can be dangerous for road user. The condition of sign and pole does not giving reflective light to the road users at night.
  5. There are insufficient speed restriction signs along the road.
  6. The workers are not wearing safety equipment, such as helmet, vest and safety boot.
 28 December 17, 2015 Pre-Construction Meeting (PCM) Package No. 07 PCM aims to gain same perception in implementing works guided by Contracts and Specification.Some points agreed:

 29 December 22, 2015 Third Party Monitoring (TPM) Selection Package No. 07 and 12 Interview and Selection of TPM was held in Satker PJN Reg. II West Sumatera Province, Jl. S. Parman No. 129 A Padang. The event was opened by PPK 15, and attended by Kasatker PJN Reg. II West Sumatera Province, Staff of Satker and PPK.Interview was conducted by Community Development Officer to the TPM Candidate about Contract Management, Environmental Management, and Technical Work Implementation. TPM Candidate were from Politeknik Negeri Padang.The elected TPM for Package No. 07 were:

  1. Ir. Riswandi, M.Si as Main Observer
  2. Syaiful Amri, SST., MT, as Member of Observer
  3. Apwiddhal, ST., MT as Member of Observer.

The elected TPM for Package No. 12 were:

  1. Syaiful Amri, SST., MT as Main Observer.
  2. Ir. Riswandi, M.Si as Member of Observer.
  3. Mr. B. Army, ST., MT as Member of Observer.

30 December 29, 2015 Third Party Monitoring (TPM) Selection Package No. 16 Interview and Selection of TPM was held in Satker PJN Reg. I Bengkulu Province. The event was opened by PPK 01, and attended by Staff of Satker and PPK.Interview was conducted by Community Development Officer to the TPM Candidate about Contract Management, Environmental Management, and Technical Work Implementation. TPM Candidate were from Bengkulu University.The elected TPM for Package No 16 were:

  1. Dr. M. Fauzi, MT as Main Observer.
  2. Deri Saputra, ST, as Member of Observer.
  3. Mr. M. Ridwan Sami, ST as Member of Observer.

 31 Status of complaints Since the complaint channel of WINRIP operated, there are twelve (12) complaints from public which submitted either through the complaint channel of WINRIP (chs.winrip-ibrd.com) or MPW site (www.pu.go.id). For this period (October – December 2015), there are two public complaints.Those complaints are about Evaluation Result and Announcement of Bid-Winner for Package No. 12 and No. 08. Those two complaints have been answered by POKJA West Sumatera Province and submitted to CHS WINRIP.
